General Rules and Regulations
- Library users must prominently show their student card when entering the Library. Student cards are non-transferable.
- Smoking, consumption of food and drinks (except for plain drinking water), are not permitted in the Library.
- Bags and other personal belongings are allowed to be taken into the library. The library bears no responsibility for any loss of personal belongings on its premises.
- Silence must be strictly observed in the Library.
- Mobile phones are restricted to silent mode only.
- Users must be decently dressed and conduct themselves properly in the Library.
- Users should maintain the cleanliness of the library.
- Pets are not allowed in the Library.
- Reservation of seats is not permitted. The Library staff reserves the right to take items left on the table after a specified time period.
- Users are not allowed to remove library furniture and equipment from their original place.
- The Library staff has the right to request a user to leave the library if he/she is found to be violating any of the Library rules.
- Library staff on duty has the right to check books, files, and other materials taken out of the library.
- Disciplinary action will be taken against library users found with material from the library collection without proper authorization.
- The Chief Librarian is empowered to withhold Library facilities for any infringement of these rules.
- The Chief Librarian may amend the Library Rules and Regulations as and when necessary.
- All members of the library must abide by the rules and regulations.
Rules for Cyberstation
- Internet services and facilities should be used by MSU students and staff only.
- Users must present their ID card and fill up the details in the log book before using the PC.
- Users can only use the assigned computer.
- Users are reminded to visit websites responsibly. Browsing pornographic or sensitive websites or using messenger service or chatting is not allowed.
- Only one person is allowed at a PC at a time, and access is limited to 2 hours.
- Library users are not allowed to detach/change computer peripherals, settings, passwords, change computer settings, remove files, install software, play computer games, or save to the hard disk.
- The library is not responsible for the security of the exchange of information or transactions performed on the Internet.
- Any damages must be reported immediately to library staff.

Rules for Laptop Charging Area
- Extension cables/wires are prohibited.
- Users are advised not to leave their laptops unattended.
- The Library will not be held responsible for the loss or damage of laptops.
- Switch off the plug point after usage.
- Any damages must be reported immediately to library staff.
- Users are not allowed to remove library furniture and equipment from their original place.
Rules for Discussion and Seminar Room
- All rooms need to be reserved at the Circulation Counter.
- Leave your ID at the Circulation Counter.
- The duration of use is 2 hours, and extension period is subject to the availability of the room.
- Users can only use the assigned room.
- This room is strictly for academic group discussion only (minimum 4 people and maximum depends on the capacity of the room).
- Any damaged materials must be reported.
- Your booking will be cancelled immediately if you do not obey the rules.
- Maintain the room's cleanliness.
- Maintain the equipment in good condition.
- Arrange all chairs after use.

Rules for Private Reading Area
- Silence must be strictly observed in the area.
- Users are not allowed to remove library furniture and equipment from their original place.
- Each carrel is for ONE user only.
- Do not stick any paper or notice on the carrel walls/door of the room.
- Do not leave any library materials/books/personal items (e.g., laptop) in the room.
- The Library is not responsible for any loss of personal belongings/books left in the carrel.
- Any damage to furniture or other facilities in the room must be reported to the staff on duty.
- The Library staff reserves the right to inspect the carrels from time to time.
